So who can go to prison ? Governors, legislators, judges, and even prosecutors are occasional sent to jail when they are found guilty of criminal a criminal act. So pretty much any public official.

If you did not have the evil or malice attention you are safe !

Local Government Sovereign Immunity

Sorry Local Government you are not protected from Lawsuits based on Constitutional and Federal Law grounds. If you violate any Constitutional or Federal Statutory rights in your policies rules, you can get sued !
