The Majority of teens are buying personal nicotine products from an older person. There is a supply chain. A person of legal age purchases a product, and then illegally sells the nicotine product to a minor.
To fight this selling and reselling market. The FDA has raised the minimum age for Tobacco and Nicotine products to 21; instead of 18.

According to an undercover California investigation, roughly half of tobacco/vape shops did not even check ID's; even for those who obviously were underage. To exacerbate this, the legal age for tobacco/products was 21, and it is state law to check for ID's for everyone; no matter the age
