As an administrator I'd like to add/remove/edit users in system.Scenarios:1. As an administrator I'd like to create a new user .2. As an administrator I'd like to add cellink to each user .3. As an administrator I'd like to add contollers to each cellinks .

Administration panel for managing programs in the system. Adminstrator can add new program screens by selecting screens from list of existing programs . Also can configure components (like screen, table on screen , data , relays, alarms, system states etc.)
