Students will receive "tuition grati". Schools should also be built at a convenient location for the students.

Students

All free male and females within the school boundaries should attend the school. They must be "within the respective hundred".

Curriculum

Students should be taught reading, writing, common arithmetic, Graecian, Roman, English, and American History.

"Grammar Schools"- There should be "overseers" (i.e. teachers, principals, superintendents, administrators).
