Objective
Develop a high-level, visually engaging to-be technical architecture for OCSPP modernization, along with a roadmap that clearly communicates how to transition from the as-is to the to-be state. The goal is to secure funding for our projects by developing a to-be architecture and roadmap that clearly demonstrates high value, lower risks, and good ROI when viewed by EPA Political appointees.

Highlights key cost reductions along the way
Problem: The customer feels that they have been asking for this (that they call Roadmap Target Architecture, etc.) over the past year, and DW has yet to deliver it.

Current Reality for EPA OCSPP
Strengths
Partially funded by fees
Most business functions supported by Industry
EPA and EU are the only Chem/Pesticide safety players in the world
Weaknesses
Lack of IT leadership/governance
Lack of skilled staff
Business owns $$ (Authority) - OPS owns execution (Reponsibility)
OPP and OPPT still divergent
Fragile legacy systems and platforms
Federated IT and federated business operations
Opportunities
Administration focus on automation and staff reduction
OPS was created during last Trump administration
Challenges
Unclear business direction
Multiple players with agendas and internal champions
