At-Risk students are not considered disbaled according to the federal definition of disability. However, the way they perform in school is often very similar to the performance of students with diabilities. The NCLB Act may help to consider the use of technology typically used for students with disabilities for the students who struggle to do well in school.

Universal Design: Adjustments made to physical environments as a result of understanding the special needs o findividuals with disabilities.
