They get money from these sources:property taxes,user fees,non-tax revenue(e.x. parking fines) and money grants.

Municipalities can be rural/urban/sub-urban.Cities,towns,villages,counties and municipal districts are kinds of municipalities.

What they do:Planning new community developments,improving neighbourhoods,taking care of roads,public transit,parking,restaurant inspections,childcare,police,fire department,garbage collection,library,ambulances,park,animal control
