Employees can state what changes they would like to see in the work place, and the managers can make adjustments accordingly.
In allowing employees to discuss and find a solution to poor engagement, we may find a way to overcome this.

Organize a team meeting to discuss performance expectations

Openly discuss the challenges in the workplace. We can do this by framing the discussion about team productivity rather than Cindy herself. Ask for everyone's input on work challenges and motivation. This way Cindy can express her perspective without external pressure.
