A strong base is something like sodium hydroxide or potassium hydroxide which is fully ionic. You can think of the compound as being 100% split up into metal ions and hydroxide ions in solution.

The pH scale measures the degree of acidity of an object. Objects that are not very acidic are called bases. The scale has values ranging from zero (the most acidic) to 14 (the most basic).

pH is important in living beigns because of the enzymes of chemical reaccionó on life require a specific pH in order to function. Also, if the pH is increased or decreased significantly, biochemicals like proteins can be denatured and become non-functional, resulting in cell death.
