Se compone de un Secretario General a proposición del Presidente perteneciente a distintas nacionalidades nombrados por el Consejo Directivo.

Tiene competencia en fallar sobre las controversias entre Instituto y sus funcionarios o empleados el Tribunal juzga, en primera y última instancia aplicando las disposiciones del Estatuto y reglamento. Establece su propio reglamento en procedimiento.
