How to get out of this mess?

Taxes were levied on antelope, bear and fish.

We want change!

Teacher wanted to tell the students what to think but you can only teach someone how to think not what to think.
Tribesman wants to change the rules, and the union bosses didn’t like that and threatened him and he shut up.

Connections

Leaders focused only on what businesses want, and afraid of change, let alone a paradigm shift.
No diversification in education

It's all about the economy!

Welfare!

Soon long lines of unemployed waiting on rations grew longer and longer and then the surplus was to great and they all shut down production and waited for the rations to rot, and everyone was unemployed.
Antelope and bear chiefs were granted same rules as fish chiefs.
Family of 5 needed 5 fish, now only gets 1 ½ fish.
Main chiefs created welfare for the unemployed by giving exclusive rights to make fish nets in his area if he brought in a pile of fish as tall as a man, all three accepted.

Fishing as a business

Too many fish had to layoff workers.
Fishermen were catching so many fish they hired people to do the fishing for them paying adults 2 fish/day and children 1 fish/day.

Jealousy

Tribal leaders saw that the same had to be done for the bears and antelopes huntingpic

It all started with 1 fisherman

Soon other fishermen did the same, and these men became fishing chiefs.
Too many fishermen at the fishing hole so 1 fisherman bought the rights to neighbors fishing hole for 5 fish/day for 1000 days.
