Some people move to Tokyo to immerse themselves in the culture of Japan, for work,or for the beautiful natural landscape or the man-made wonder of the city. Earthquakes occur every about every 5 minutes or so, but most of them are so minor they can't be felt. Tokyo alone accounts for 20% of the earths quakes magnitude 6 or greater, and Japan is ranked number one most dangerous city at risk for earthquakes.

The city of Tokyo's government has created a manual titled "Disaster Preparedness Tokyo". This book help people properly prepare for various natural disasters and includes details that are specific to the people of Tokyo's lifestyle.

Tokyo is ranked pretty high in most of the categories involved in the quality of life, but it is also the most dangerous live with a very high natural disaster rate.

Earthquakes often lead to tsunamis which can cause a lot of pollution. The main problem is water soil contamination, all of the debris from man made objects pollute the water with often toxic chemicals. This kills all life that depends on the water to live.

When natural disasters effect the natural vegetation and ecosystem of an are it also wipes out the homes of many animals. Because Tokyo is on an island the change in water depth can also drown land animals

Natural disasters such as Tsunamis for example can cause years worth of damage in just a few hours. They completley change the landscape wiping out vegetation and trees that are home to many animals and play an important role in the ecosystem of that area.

Paying that little bit of extra money to reinforce building and putting in place emergency procedures is so much more cost effective than paying to fix or rebuild everything, not to mention is a whole lot safer for the people of Tokyo. Every one dollar invested in preparing can save you $4 in damage costs.
Who pays to fix everything?
The general population have disaster insurance available to them and the insurance companies will help pay some of the damage fees, some of the larger businesses can afford to pay for everything to fix their company. Public facilities, small businesses, and the rest of the population without insurance take a lot longer to be fixed if they get fixed at all. The government has some emergency money put aside but that isn't nearly enough and their debt is twice as much as the whole city is worth, so it is difficult to try and borrow money.
