Before conducting research, it's crucial to refine its purpose with relevant stakeholders, considering the key decisions they face and exploring alternative options. Evaluating whether new services or programs should be considered or existing ones modified is integral.

What conditions would stop key people from using the resultsof the research? What kind of information is needed to make each of theabove decisions? What other alternatives could be considered at this point in time? Could new methods or procedures be used? Could some parts of program X be expanded or changed? Could a new service or program be considered? What decisions are key people considering? Will current conditions in the organization or community supportusing research results?
