There are no rules to punk rock you can play it however you want.

Pitch

Most punk rock songs have a very high pitch but others have a low pitch others also start at a low pitch and get a higher pitch throughout the song such as Longview by Green Day.
The instruments also usually cover their own type of pitch. An example would be the drums and the bass tend to cover the low pitch and the guitar tends to cover the mid range and higher pitch.

Notes used

The bass player mainly plays the low notes.
The guitar player usually plays the mid range and high notes. But both the guitar and bass play whatever notes the songs are played in.

Punk rock is very easy to learn because it mainly uses 3 chord patterns making it easy for the guitar and bass player to learn

Punk rock was created because kids wanted something different than pop culture such as hippie music. And they wanted something real and emotional to relate to.
Punk rock was created because kids wanted to make up their own type of music that was different from the music that their parents listened to.
