hurt American seamen, merchants, and farmers
-Napoleon seized ships and claimed he was enforcing the embargo act
-allowed American ships to be blown off course into European ports

USS Constitution and USS Chesapeake were abused by this
Royal Navy deserters would get aboard U.S ships, the British would come and get them but take U.S itizens as well if they couldn't prove it with a ertifiate of citizenship
