I. Federalists Shape a Government

A. George Washington appointed heads of government departments, who became known as the Cabinet.

B. Washington's administration was made up primarily of Federalists, who believed in a powerful central government.

C. Alexander Hamilton, in charge of the treasury, wanted to create a national bank, pay off war debts, and encourage the growth of manufacturing and commerce.

II. Some Oppose Federalist Centralization

A. Those who opposed Hamilton's plans were led by Thomas Jefferson and James Madison, and called themselves Republicans.

B. The Republicans wanted a limited national government and a farm-based economy.

C. One example of common people's opposition to Hamilton's plan was a violent protest by a group of farmers on a tax on whiskey.

III. Events in Europe Cause Tension at Home

A. Federalists and Republications disagreed on how to respond to political events in Europe.

B. The Alien Acts authorized the President to imprison or expel any aliens, or foreigners, he considered dangerous.

C. The Sedition Act repressed rebellion against the government by restricting freedom of speech and of the press.

D. Republicans strongly opposed the Alien and Sedition Acts.
