Hyrogliphs are by nature primary sources, but what they describe is secondary because what they mean has to be be translated.
The translation of the hieroglyphs is a secondary source because the historians had to guesstimate what each hieroglyph meant, and re-construct the language based on a limited reference point, being the story on the stone.
The Rosetta Stone is a primary source because it's a relic from that specific era.
The production of this source involved the writing process by the original author of the text upon The Rosetta Stone. The validation came from the historians assessing the source, and examining if it can be a genuine source for better understanding the Egyptians.
